It sounds like both RadioFeed and ProScan are trying to connect to the same scanner audio IP. The scanner audio IP permits only one app at a time to connect to.

{edit} If the Web Server works within the local network but not outside then the Router Port Forwarding needs work.
Well, that's the thing. I tried both addresses and nothing works, even though, as you can see in the Status Log, it is started.

Radio Feed, is off, as I've taken care to before.

By trial and error, I've come to realize that, and, as proof, as stated before, I can only get results, locally, to listen to audio, only if Radio Feed is running.

Besides, can't launch anything on PS while RF is running anyways.

To listen and view outside your network you have to point your browser to your outside IP address if you haven't done that. You can find that on the web server tab of ProScan. In your router you need to point to the PC IP running the server.
See section 4 of the link fxdscon provided earlier. Follow step by step.
I have followed those steps, however, I do not get the Alpha tags coming into the Metadata source box as per the instructions.

All it shows, on the Status Log window is "Started" or "Stopped".

Again, in the router port forwarding window, I've already entered the local IP, PS gives for the scanner.

Let's do this step by step. It's confusing bouncing around.
Advise on which steps are completed and if having trouble on a step.
Very basic steps are:
1. Get the scanner IP audio working
1b. If you want scanner audio out of the computer speaker then go to the Audio Control -> Monitor & Test tab then select Web Server and click the Loopback box.​
2. Get the scanner IP data (display) working
3. Setup the Web Server then start the Web Server
4. Test the web server locally(optional)
5. Setup the Router Port Forwarding
6. Test the web server remotely

Exit RadioFeed or at the least, set the RadioFeed Web Server Input Sound Device to other then URL(or not the same scanner IP Address).
After that, the ProScan Web Server audio should work. You may have to click the URL Setup Reconnect button.
If I did that, this is what I get...

I thought you exited RadioFeed.
Exit RadioFeed or at the least, set the RadioFeed Web Server Input Sound Device to other then URL(or not the same scanner IP Address).
Do this so the scanner IP audio doesn't conflict.

{edit} In addition, both RadioFeed and ProScan Web Servers are using the same IP listener port. That's another conflict. Just exit RadioFeed.

Did Step 1.
How do I get step 2?
Web Server settings as shown on the pics.
Step 4, How do I, I've followed the instructions, no joy.
Step 5, done, again, no joy.
Step 6, done, again, no joy.

I've followed all the instructions, posted plenty of screen captures, explained my steps in what I've done to configure the router.
Referring to your basic steps, 1.b, I am not interested in getting the audio to my PC speakers, I'm more interested in getting the audio to work remotely thru my cell phone.

Let's revisit step 1. Is the Input Sound Device set to URL?
Don't do step 1b if you don't want audio out of the computer speakers.

We have to do one step at a time before moving to the next step.

After step 1 (getting audio from the scanner IP) is working then skip step 2 as I see you have the virtual display working.

Can you tell from the pics?
I'm not sure.
I can't really tell as I don't see the level meters move green.
If the URL Setup button is flashing red then that indicates a problem.
In the URL Setup dialog, if the Bytes RX are incrementing then ProScan is communicating with the scanner IP.
If you see the level meters move green during a transmission, then you have audio.

I double click on the dark window, audio control, web server, double click to change scope mode, now there's two green lines, one faint and thin and a thicker one. None seems to change shape when audio comes thru in the scanner itself.

That doesn't look right.
Verify RadioFeed is not loaded or at least, not using the same scanner audio IP address. Also may want to power cycle the scanner. You had RadioFeed working with the scanner IP address before so shouldn't be any other issues.

Yup, Radio Feed is disabled/not running. I can see it in the task bar, if I click it, it will launch, when I hover the cursor over it, no window pops out showing it running so, as far as I'm concerned, it is not running.

Did you power cycle the scanner? Did you click the Reconnect button? Is it still doing "bytes RX go from 0 to 991, then back to 0."?
