As ND5Y wrote, you'll need a receiver capable of receiving CW or SSB to hear them. I'm using an Icom R-75 to listen to those, not a scanner. They are good indicators of band openings.

46.10 is the county-wide fire dept. dispatch channel for Nassau County NY
Its only used for paging/tones and notifications and the initial dispatch call
Most of the time its running in CSQ but i have noticed some departments do use the 100.0 PL tone sometimes so i guess jericho happens to be one of those
Once the page is out the local depts. will switch to either their own frequency or another low band "battalion" frequency to communicate back and forth with dispatch
Usually the dispatcher will repeat the call over the separate lowband dispatch channels - minus the tones
The county is slowly transitioning away from 46.10 with many departments switching to a countywide highband channel...

Some departments actually simulcast on 46.10 as well as their own highband/etc channel
I belive Jericho does this and i think the reason is because not every member in certain departments have a highband pager yet
But yes the plan is eventually to abandon low band because supposedly no manufacturers are making lowband pagers anymore...
The Maryland ones are State Police and not Highway Patrol.
Also 39.06 pl 110.9 should be a State Police barrack, as this is one of their frequencies.

Best location I could find for a New Frontier is 331 1st St, Hawthorne, NV (Drug Treatment center with gravel in the front yard). So maybe Nevada?
That could be, but if it is they're not in the FCC database. FCC shows eight active licensees, two are possibilities, a rock and gravel company in NE and a concrete company in OH. There are several locations in NE for "New Frontier", an insurance company. We'll see if they pop up again. Thanks for the comment.

Just curious, are you running you 996XT through some software to record frequency and audio, or is this just from "butt in chair time"? I never really thought of connecting an HF antenna to my scanner, but it sounds intriguing. The only issue is that due to work and family commitments, I only get radio time in the evenings.
