I checked the RRDB and the FCC General Menu Reports/ULS. There are not a heck of a lot of active licenses on 37.98 in the USA. Most seem to be highway departments. The Sunday reports from kkn50 were mostly east coast - plus 1 from MO and 1 for IA. With that in mind - here are the likely suspects.
KJ9719 - Bloomfield EMS - NJ - just mobiles and portables - (there is a post in the forums saying that they do all of their comms on the PD UHF channel)

Marion County Oregon - (not an East Coast location)

If I was betting - I would bet on Greene County NC
(PS searching the forums for 37.98 will not bring up 37.9800)
(37.98 also is licensed for disaster net in Culver City CA - and Contra Costa County CA has multi sites on 37.98)
