I downloaded the driver. It only shows two files and those files do nothing. Are we sure the link is good?
Link is good. Follow the instructions.

Windows Serial Drivers
If you connect the scanner to your Windows PC and select Serial mode, you will be prompted for the proper driver. Download and unzip the following file: Windows_Serial_Drivers.zip
When prompted, select the uniden_usbser.inf file.

If you are having problems installing the drivers, see the following general instructions (some steps might differ slightly, depending on your specific operating system).
  1. Download and unzip the above driver.
  2. Plug in the scanner using a USB cable.
  3. Right click on the Windows Launch icon (bottom left corner) and select "Device Manager."
  4. The device shows up with a yellow triangle.
  5. Right click on device and select "Update Driver Software."
  6. Select "Browse My Computer for Driver Software."
  7. Navigate to the folder where you have unzipped the above driver.
The driver installed and is assigned as: Uniden Serial Port (COMx)
(x) will be replaced with the actual port number.

I got the driver downloaded finally. It says Uniden Serial Port.

Still nothing in Proscan

We're making progress.
What's the port number showing in the Device Manager?
Click the Auto Detect button. Does the comm port show up and what's the status showing?

Ok. I have done this. Nothing happened.

Does the scanner show a normal display?
At the bottom on the left side on ProScan, do you see "COMM PORT Open Port 3, Baud Rate 115200"

{edit} Does the ProScan virtual scanner show SDS200 for the scanner type?
If you go to the Test & Extra tab, do you see data received from the scanner?

My actual scanner is running and scanning fine,

The virtual scanner on my laptop is blank

Is the scanner type in ProScan set to SDS200?
Go to the Test & Extra tab, do you see data received from the scanner?

{edit} Power cycle the scanner and see what happens.
