I enable all sevice types to avoid any weird issues with that.
Make sure you didn't lock it out by mistake.

I haven't looked at the RR database in a while, so I am not sure if its called CT State Police or CLMRN.

You could create a favorites list and add it that way.

did something happen to the control channel for Troop L. The signal has always been reliably strong and now I am barely picking it up on 859.7625

Haven't noticed any differences. Check for changes around you (new building, trees, etc).

Now that you mention it, I have noticed significantly lower radio traffic here in the Danbury area. I normally monitor troops A, I and L here....i hope multiple external antenna options and find this to be true on most of them. On my omni X I start pulling in Troop G and H on a more regular basis, I dont normally use that antenna for the CLRM system. Both my SDS100 and 200 seem to act the same.

Not sure why some are experiencing a decrease while others aren't seeing any change. Unless they re-routed something or moved some towers ..?

I have a BCD996P2 Programmed it in Dec and worked fine. Cannot hear CSP any longer. I programmed it from RR database. I have control channel only checked. Im close enough for Troop I channels. Whistler TRX1 hears it fine. I fooled with programming trying to get it to work. If i put scanner on hold on Troop I control channel I see full bars and ID's but no audio. Scanner working fine on other systems.

When was the last time you listened to them on the 996? I can't remember exactly when, but pretty recently most if not all agencies switched to Phase II which I have been reading other people complain that their 996 didn't do very well with.
Start looking in this thread about here and read from there. Others with the exact same radio with the problems as soon as they switched to Phase II.
