You really need to have your receiver decode CTCSS/DCS tones. Without those, this is all mostly a shot in the dark. FYI.

There are external PL/DPL/DTMF decoders that you can use for the 2004/2005/2006 models.Using very old Pro 2006 here..
for years, before PL/DPL was commonplace in scanners, I used with my RS's the CD-1

Strange IL DOC uses lowband since they have a state TRS available.
Transport of prisoners, between facilities, without relying on new radios? Maybe just not buying new radios?
Yes, it's for prisoner transports. Prison ops are on STARCOM.
