Patterson 2/14-2/16:
LOBO 071 (C-9B, 16004x) arrived on 2/14 and RON.
In the morning on 2/15, NAVY JT 781 (C-9B, unid) arrived. When taxiing in, LOBO asked NAVY about icing and identified themselves as "29." NAVY called in for clearance first (to KNBC), followed by LOBO (to KPIE). NAVY taxied out and held on taxiway C (the only one open) for deicing, then back-taxied on 5L. Once in position, they reported that the inboard wing edges were icing and requested another deicing in place on 5L. LOBO said they would do the same after NAVY took off, and NAVY asked LOBO ("29") to change to 323.700. NAVY then called the tower asking if ground equipment could plow the runway while they were being deiced. After plowing the runway and deicing NAVY again, the ice was still building up too much for takeoff, so both taxied back to the ramp - this required some shuffling, since only one runway and one taxiway was open.
NAVY JT 781 departed the next morning (2/16), followed in the afternoon by LOBO 071. LOBO asked tower to pass on a thank you to TA and Base Ops for all their help.
I can't identify the "29" in regards to LOBO, or the frequency (323.700) used to communicate. Does anyone have an idea?
